There's one spot on your bike that many cyclists overlook as a potential place that can rub and damage your bike shorts. That's the Velcro closure on your bike seat bag, specifically the one that secures your seat bag to your seat post.

I had that same experience once and caught it on time, I felt something sticking on the first ride I did with a new bag, pulled over and found it quick, I raised it a little more and tried to tighten it as much as I could and it elped, another thing I did is moved up the rear reflector tight to help the bag stay up and snug to the bottom of the seat. It worked for me
